To Whom It May Concern:

I am writing to recommend Thomas Chow for a judicial clerkship. Thomas was a student in my intellectual property class and completed a 2-unit independent study project for me as well.

Thomas’ independent study project offers a nice example of the level of work he accomplishes. Thomas asked to work on something that would be useful for the research I was pursuing at the time. I suggested that he look at the issue of compulsory licensing in patent law to see how much academic support had appeared for it in the last half century and to see what types of arguments had been advanced. In my experience, a broad project like this can be quite difficult for a student because it requires much work and creativity to explore a general area and tease out the issues, rather than simply answering a narrow doctrinal question. Thomas did an outstanding job on the paper, identifying issues and trends in the literature as well as clearly interpreting and presenting the various arguments. His writing style was clear and strong, something that would be an asset in any chambers.

I would be happy to answer any additional questions.

Sincerely yours,
